Difficult to say. Both of these fighters carry a huge plethora of techniques that could be used to counter the other's tactics. One example would be the "Wall of light" avian shaped ki manifestation that is able to function simultaneously as both a sturdy barrier for Zamasu and a conduit of offence for the "Absolute Lightning" projectiles that we witnessed it emitting. On the other hand, who's to say that Kid Buu's body encompassing Pearl Flash projection that mechanically bores into substances couldn't puncture through it? It has the proper concept of functionality to work. One other example would be Zamasu's Seinaru Gekirin pitted against Buu's Planet Burst technique. Is there any reason to believe that these two spherical explosive powers wouldn't simply cancel each other out? What gives Buu an edge here is his regeneration and virtually limitless stamina. Since Zamasu has been deprived of his immortality, his power and vitality does have limitations to itself. Not only that, Buu is capable of contorting and elongating his body for offensive and constrictive combat purposes. With regards to hand-to-hand combat, Kid Buu is going to be the one directing things.

I think for Zamasu to win here, he's going to have to make a sacrifice and use the "Light of Justice" emanation to strengthen himself. It might end up costing him one of his arms but the increase in power should be enough to tip the scales in his favour. What he can proceed to do then is use the beam variant of Seinaru Gekirin to overwhelm whatever attack Buu retaliates with, be it Vanishing Beam or Ill Flash, and disintegrate Buu's body down to nothing. If this proves to be unsuccessful then Zamasu might very well end up getting absorbed or transformed into a confection.

Kid Boo does have the candy beam to use which really helps him and Zamasu always struck me as more of a spoiled rich kid pretending to be awesome rather than someone who was actually skilled(and Kid Boo for all his mental faults is a competent fighter).

Without the immortality in play Merged Zamasu loses his regeneration, so Kid Buu would win in the long run since his stamina and such won't fade. Zamasu's only hope is to use his Light of Justice to give him the power amp to deal with the Majin.

Kid Buu's regeneration is pretty impressive and Zamasu doesn't have his anymore since he doesn't have immortality. Buu should win. Zamasu wouldn't have been an extremely hard enemy to defeat if he wasn't immortal.
