Did Goku forget how much power/potential Gohan has inside of him?

Goku questions Kaioshin about Gohan's latent power. Did Goku forget about Gohan during the Cell arc when Goku was pushing Cell to make Gohan angry or is this a completely different thing to what Goku was originally thought?

He was likely astonished at the sheer volume of power that Gohan had hidden away. During the Cell Games Gohan had surpassed his father but it wasn't by a massive amount. Here in these two panels it's like Gohan's potential is being likened to a wellspring that seems to flow out endlessly with power.

He was just fascinated at how much more power Gohan was hiding than he expected. He did encourage Gohan to get angry vs. Dabura to prevent Buu's resurrection.

This chart describes this situation to a degree. ssj Transformations are only a fraction of the potential a saiyan fighter has. Gohan was able to have all of his potential unlocked and can use it all in base which is a suprise as this has never been done before in DBZ. Goku was surprised that he had more power than ssj2 inside of him. Which is the angered par of this pic, but I don't agree that he can get stronger by getting angry. Just more of a trigger to make him use power he never thought he had inside of him lol.

It's hard to read because it's so small, but that's basically my belief as well.

Apparently almost all people have a certain reserve of ki that's hidden away at all times, that is sometimes brought out with rage. However, rage only causes a sudden burst of this reserve, and it quickly subsides because the body isn't able to accommodate and sustain that level for an extended period of time.
Saiyans have the ability to transform, and these transformations are essentially a modification to the body that allows them to accommodate and maintain this sudden increase in ki.

This is why Super Saiyan will always be superior to Kaioken; even if one is able to increase their power higher with Kaioken than they are with Super Saiyan. Kaioken is simply a sudden increase in ki, but due to the body not being able to accomodate that, the increase is not only sudden, but dangerous for the user. Super Saiyan is a change in the body that allows one to safely accommodate that same increase in ki for an extended period of time. This not only is safer, but gives the Saiyan more control over this ki.

For example, Super Saiyan 3 is a modification that allows the Saiyan to unleash the deepest parts of their reserve, but I think of base and Super Saiyan forms as a rubber band.
The Saiyan's base is when the rubber band is in its natural resting state. Super Saiyan stretches it a little, Super Saiyan 2 stretches it even more, and SSj3 is as far as the rubber band is able to go. The transformations stretch the body's ability beyond what its naturally capable of, but at a price. This causes strain, and the further the body is stretched from its natural parameters, the harder it is to maintain that form.

Gohan's ultimate form is essentially a modification to his base state, which allows him to have unfettered access to his entire reserve without the drawbacks of flawed transformations.
