Keep that key in mind... The only way for Goku to get universe potency is by being a Super Saiyan 4 beyond his limits, and use the Dragon Fist or by using the Universal Spirit Bomb. Without those two requirements, Goku in GT cannot approach that level, even as a Super Saiyan 3. Syn was stated, in a booklet and Japanese subs, to be able to destroy a Galaxy, his imperfect Omega self's is Galaxy + and Omega is a universe buster. That in perspective, Super Saiyan 3 Goku (Super) is above the threshold needed to be able to accomplish that kinda feat. While GT's Goku needs Super Saiyan 4 and gotta be beyond his limits.

He can destroy a universe with chain reaction, like domino. But he has no chance for destroying a universe in a instant, unlike Beerus and God Goku.
