At his current level he was at the same ball park as frieza, 2 more forms would be alot but than again, he might not be able to control that much strength.

Chrome Favourite Manga One Punch Man	Like someone beat me to pointing out, at least one solid source says that Cold is the transforming type, and the form we saw him in looks like one of Freeza's suppressive states, so that's what I go by. But Cold is also supposed to be less powerful than Freeza overall, and thus may have less suppressive forms than Freeza too. It's possible the one we saw him in was his only one. Plus, based on how we saw Freeza do it, it would take Cold quite a while to access his true form, and even longer to go up to his 100% power. Even if his maximum, buffed-up true-form power was greater than Freeza's, he'd spend most of that time still significantly weaker than Trunks and very vulnerable. So if Cold knew he already couldn't match Trunks in terms of power thanks to Freeza's defeat, his obvious next best option would be to try beating him by deception and sneakiness. I'm sure he assumed Trunks was the typical battle-hungry Saiyan.

I would assume that he would be able to transform to the levels that Frieza goes, but his strength would still have to be less than Frieza's.

Him underestimating Trunks was pretty stupid, though, but he had his reasons to do so.

He probably seems excited because Goku, as a saiyan, is a far craftier warrior and is a lot more creative with his techniques. Assuming Freeza's race acts just like him, with canon examples such as Cold, Frost and Chilled and non-canon examples like Cooler or Kuriza, then they aren't exactly known because of their skill, but because they're freaks of nature and are very tough to kill unless you have a huge power advantage. Either that or the statement of Freeza being a mutant also goes for all of his race's members that have been shown so far in the series, or his race in general. Of course he was excited, he still holds and edge while he has time to play with his little toy. Once Goku became much more powerful than he thought, he got pissed.
