Having his entire race genocided by the Saiyans would really make anyone unstable. Unlike Vegeta, Baby actually cared about his people. What's more is that he was created specifically in order to do this, it's part of his directive as a machine mutant to act in such a manner. Baby's a racist, but very understandably so given he has the memories of the people who are now extinct because of the Saiyans' greed and selfishness. From Baby's perspective, he's insuring that the same thing will never happen to the Tuffles again, and bringing back his entire people, the whole world that he knows because of the memories he has.
Bebi wasn't even a part of his own race, he was artificially conceived, not as a way to propagate the Tuffles again, but to ensure the destruction of the Saiyans. Bebi cared about his people? Is that why he blew them up in Oozaru and drained them of their energy, physically hurting them? Being designed for a certain purpose doesn't give him a pass on bad motives. No one praises the Androids as being the best villains in DBZ, because they aren't. Bebi's a blithering hypocrite, condemning the Saiyans for what they had done, then following in their footsteps. In the end he is no better than them.

That's the line I'm speaking off. As for his motivations, Goku doesn't comment on that at all. He just listens to Vegeta's rant and then gives him a taunt at the end of it.

If he can form eggs to make Tuffles, I suspect part of his intended function was to propagate them, yes.

When he went Oozaru, Goku mentions that Baby has gone insane, I'm not sure if those actions should be used as Baby clearly feared becoming Oozaru for some reason and he acts very differently then. As for draining their energy, when was it said that it hurt them? They willingly gave him their power.

He wants to bring back his race and kill the Saiyans, if he had been decades earlier, this would have been downright heroic.

No one is saying he's a good guy, but he has reasons for all of this and nuance. Like, let's compare the motivations that each of them bring up constantly.

Majin Vegeta: "I WANTED TO BE EVIL AGAIN AND BE BETTER THAN KAKAROT!"

Baby Vegeta: "I wanted to kill all the Saiyans and make a new Planet Tuffle"

One of them is exceedingly more petty and childish than the other.

We're discussing GT, for the purposes of conversation, it is canon in this case
