Why wasn't this carried over into Super?

It seems their relationship hasn't really evolved past this point. Why do you think this is the case?

Because they had to keep the rivalry going in Dragon Ball Super. They didn't want to try something new they couldn't figure out I'm sure. Goku and Vegeta were supposed to be more so friends after the end of the Buu Saga but they didn't quite do that in Dragon Ball Super. I'm sure that they thought it would be boring if they didn't have that aggressive relationship that we have always seen.

Characters evolve? In Dragon ball Super? That's a good one.

I think they are rivals/friends in Super. Vegeta doesn't berate Goku for being 'low class' anymore or lose his cool when Goku surpasses him. He gives Goku a hard time sometimes but it's more like exasperation when Goku is being an idiot. Vegeta sometimes will admit to liking people, like his wife or kid or friends but not often and when he does its usually in grand gestures. Goku's reactions to Vegeta in Super seem to imply Vegeta is his friend, even if Vege won't always admit it.

I think there is more aggression there than you think. Vegeta was very upset when Goku used Kaioken x10 that Goku had surpassed him. He also was rooting for Copy Vegeta to beat Goku because he didn't want Goku to show surperior strength. There is less hate then in DBZ but there isn't any real change. Vegeta still treats Goku like an annoying pest, there isn't too much friendship there like there should be.

this is DB, not naruto. they arent what you call "friends". they arent going to go out on a drink and adventure together...
Super changed everyone, probably because times have changed and super is a 2016 anime for younger crowd, but still goku will always try to be the strongest and vegeta will always try to surpass goku. that is their relationship, that is the way it always has been and the way those two stubborn saiyans will die.

Toriyama tried to show that goku does not really care what vegeta is doing, all he cared about is being stronger than the rest, which usually are the villains. vegeta CARED(before kid buu fight) more about surpassing goku because of prince vs commoner pride and humiliation on earth. but after kid buu's death, he just want to be stronger than goku.

honestly, i never saw a rivalry here. vegeta targeted goku as his rival, but goku did not really care. as i said before, all goku thinks about is fighting people who are stronger than him. the rest are kind of waste of time, no matter who they are (in his eyes).

Yeah it does actually seem like even at their closest that Goku and Vegeta are bitter brothers.

Goku wants to be the best he can be and he happens to keep proving that that is him. He wants to fight stronger opponents so he can test himself and be stronger, if Vegeta was stronger than him then that'd be his goal. This is why Goku is so strong, he does what he can to achieve his potential. Vegeta wants to be the very best there is and sit atop his thrown as strongest in the cosmos but insists he can do it alone. Hence why, until recently he's been behind Goku. Vegeta and Goku's thirst for battle isn't logical, it's biological. That's why Vegeta was 'rooting' for his copy self because he is proud of his fighting nature. Doesn't mean he doesn't consider Goku his friend, without Goku he never would have gotten so far and he admits that. Just because Vegeta doesn't smile and high five people whilst sharing a couple of beers, doesn't mean they aren't important to him, he's just too proud to often admit it. His aggression towards Goku is mixed with admiration, it's not simple one way or the other but Vegeta and Goku arguing aggressively is saiyan nature.
