Piccolo: Just how many people have you sacrificed?!

Cell: Sacrifice? Hmph, rubbish! On the contrary, it is an honor to become a fraction of my power.

Round 1: Tao is reduced to a horrific mangled mess like Cymbal was.

Round 2: Didn't Tao fight through Chiaotzu's paralysis arts? He's a bio-mechanical cyborg so there should be some leeway there for magic to effect him. Estimates range anywhere from 22nd Krillin to 22nd Goku and Tien for 23rd Chiaotzu's power. Tao has to be fairly powerful if Chiaotzu's paralysis was unable to have an effect on him, this same ability caused 22nd Goku to freeze up and it was implied that the ability could restrain two similarly powerful characters at once. Anyway, if you perceive Chiaotzu to be a third of Tien's power then he must have surpassed the 22nd tournament finalists. Old King Piccolo confessed to using less than half of his power against 22nd Goku. Factor in the boost he got from returning to his youth and an increase from there for 23rd Tien and Chiaotzu might be stronger than 50% Old King Piccolo. That automatically puts Cyborg Tao quite a bit ahead of Yajirobe.

Round 3: Yajirobe's only instance of an equally matched fight was against Goku who awarded him praise for his prowess. Tao isn't exactly a pushover, though. He's an expertly trained assassin who specialised in the Crane style of martial arts. This fight is going to be pretty intense. Both characters have distinct advantages which the other doesn't - i.e. Yajirobe with his katana and Tao with his long ranged Dodonpa. Although Tao could always open up that capsule and use his own sword. I suppose I'm giving this to Tao in light of his abilities.

Round 4: A built dagger behind the removable cybernetic hand gives Tao an edge for surprise attacks. His Super Dodonpa would likely shatter Yajirobe's sword if he tried deflecting or cutting it. This fight goes comfortably in Tao's favour.

Round 1: Yajirobe beats him and then cooks him, rotisserie style.
Round 2: Cyborg Tao would stomp, he was able to dominate Chiaotzu's psychic powers.
Round 3: At equal power levels, I would give it to Tao, he could use his dodon ray.
Round 4: Cyborg Tao would win this too.
