I think if they had been given the same opportunities as the Saiyans their potential unlock would be vastly greater. However, with what we know and a lot of conjecture...

Chiaotzu: 2,700,000-3,000,000 (roughly a third of Tien's power)

Yamcha: 6,000,000-7,000,000

Tien: 8,000,000-9,000,000

Krillin: 10,000,000

Cyborg #18: 10?

Cyborg #17: 12?

Piccolo: In the billions around where Perfect Cell at full power is

Fat Buu: The same. I don't see Buu as being the type of creature with an inherent capacity to grow in power on his own. What he does is increase his power via absorption and energy accumulations.

Before you ask - the source of the cyborgs' power are their artificial mechanical generators. I don't see how a magical spell-like ability would be capable of altering that. The twins would be having their own untrained organic powers increased, and considering how they're likely weaker than Videl without the cybernetic enhancements, I think where I placed them is quite impressive for two regular human civilians.

Tbh I think the four humans have all similar potentials. After all there were some periods when Yamcha was stronger than Krillin ( at BoDB), despite Krillin already had received some training from those monks while Yamcha had spent most of his life as a bandit. That is to say that even if Krillin ended up stronger than guys such as Yamcha or even Yajirobe, it doesn't necessarily mean he had more potential, he just used better training methods, was more dedicated to martial arts, received external help ( guru's unlock) etc.Now, I'm not sure where I should place them, after all Gero just needed to put some gears in the brains of a couple of average humans and he was able to create some of the strongest beings the galaxy has ever known, something he obviously wouldn't have achieved if they had little potential. So, as far as i'm concerned, at worst I have the humans (even Roshi and Yajirobe) at 100 000 000 (maybe Chiaotzu something less, like 70 000 000), at best I could see them at 18 and 17's power levels more or less. I think 18 and 17 were already very close to their max power, As far as Piccolo and Boo are concerned, I agree with Pyrus

Interesting topic. Here's what I came up with:

I don't think that Majin Buu or the Androids have any hidden potential or that it would work at all.
