I've only seen the anime and movies and something I've noticed is that there seems to be a Kai for every corner of the universe. There is even one above them all the Supreme Kai. Which leaves me to wonder why isn't there a Kai who rules over Hell? I mean it makes sense right?

That said, Dabura or rather the Demon Kings rule that location. The Makaioshin rule over him and govern all evil in the Demon Realm/Hell.

Tbh Hell is one of the most complicated things in DBZ, the Demon Realm and bringing Earth's Hell in DBS has kind of confused me. I don't think the Demon Realm and Hell are the same thing and I don't think there is necessarily a ruler to Hell, if there is it could very well be a Kai.

I wish it was all explained better. Exactly I feel like the writer took something that should be easy to explain and made it very complicated. From what I read and saw in the Anime Original Dub the Demon World exists parallel to Earth it's not an after life and from what I've read on the wiki the evil are cast into the demon world and rule above the demon kings or something like that. Which makes who rules Hell a very interesting question. I actually started a fanfic once about a Kai who was cast into hell for breaking a serious rule(falling in love with a felllow student who ironically became the Kai of Heaven) but managed to escape in present day with the intention of starting a tournament where the rules would be this if a fighter from his domain one he got to take a fighter from each loser's quadrant how ever if he lost each quadrant essentially creating a situation where no matter the outcome he benefits.

Chrome Favourite Manga One Punch Man	Hell and the Demon Realm ("Makai") are not the same thing. Hell is an area of the afterlife where wicked souls are sent before they're eventually cleansed and reincarnated. The Demon Realm, where Dabra is from and corrupt Core-People are sent, is like a shadowy counterpart to the mortal universe. Anyway, Hell doesn't have a ruler, or even really need one. Emna oversees both Heaven and Hell, his Oni assistants keep things organized in the latter, and Hell is pretty much just inhabited by harmless little soul-clouds anyway. So aside from filler and movies stuff where people like Freeza and Cell actually have bodies down there, there's no need for a powerful overseer or ruler. Edited by Kaboom, Jul 7 2016, 05:51 PM.
