East Kaioshin himself admitted he didn't know humans in the lower realm were this strong due to him being persistent in stopping Bibidi and Buu.

Google Chrome Favourite Manga Hokuto no Ken, Berserk, Dragon Ball, Rurouni Kenshin, Attack on Titan, Kuroshitsuji	The Kaioshins haven't been portrayed as being the most competent or observant of overseers, none of the established deity-esque figures have been what could be called "capable" for that matter. King Kai was so neglectful of his own personal students' ventures that he failed to realise the humongous elephant that was appearing on Earth which could have spelled doom for the universe if it hadn't have been for Gohan. Kami is about the only semi-competent deity figure there is and he still comes across as being negligent and callous sometimes. He let loose King Piccolo onto the world and didn't bother to do anything to stop him. I can understand allowing the humans to make their own choices and live with the consequences, sure, but KP wouldn't have existed in in the first place if it weren't for Kami and his inability to tame the dark side of conscience.
