Kaioshin vs Dabura; Who got hit the worst?

Kaioshin and Dabura are two characters that share something very similar together.

1.) Both are presented as not only powerful but incredibly skilled opponents with great wisdom. Piccolo bows his head in respect to Kaioshin and we're treated to the guy who is supposed to be the god above all gods. Higher than Kami, higher than Kaio-Sama, higher than everyone seen so far. Dabura meanwhile is treated as an incredibly dangerous foe. He can instantly pinpoint the exact number of people on the ledge even when they're suppressing their energy, knows exactly the strong ones there and seems to have a perfect understanding, if not more of ki. He can even sense Kaioshin something the others can't.

2.) Then both of these characters got shafted had. Their seeming keen intellect, power, wisdom and skill gets skewered and replaced by foolishness.

So out of a curiosity sake, which of these characters, originally built up as competent badasses, got hit the worse?

Kaioshin got hit the worst, no doubt. From the very beginning he supposedly knew how strong the Saiyans were, but he still underestimated them. Him being cautious of Babidi's abilities (ie magic) left a poor taste in character and actual writing by Toriyama, to the point where he's mocked by fans by being a poorly written character (at least in those sagas).

I feel like Toriyama had too much to set up and failed to do so through Kaioshin. Because of this, Dabra also suffered as a character. They were introduced in the same arc to serve a purpose, but never separately. It's hard to explain exactly, but the two characters + Kibito share a bond that makes them all suffer as characters when something goes wrong in one of them.
