Since I just read the official translation for Chapter 13 this morning I thought I'd post Power Levels for the tournament. The powers are mostly based off of the manga but some parts come from the anime. Things were slightly complicated down in the fights versus Hit but this is what I have currently. Okay thanks, I was making this list based off of my anime list as well. So I figured I might've had a couple mistakes, I'll take that out.

Opera Favourite Manga Dragon Ball	There are some things I don't agree with like Goku & Vegeta's base forms being that high and Piccolo still being so low, if their base forms got stronger, then he needs to as well to make sense of the manga. Something that isn't even hinted at since no mention or indication is made of Piccolo being any stronger than whatever ceiling he hit after his trip into the ROSAT. This can only work in one of two ways: Goku & Vegeta's base forms aren't as high as the anime and they're still weaker than Piccolo (but probably above Namek levels at this point) or all three of them got a lot stronger with Piccolo still having a good deal more strength than them. Your power level list even has a glaring flaw in it with Piccolo being leagues beneath Frost yet he puts up a WAY better fighting against him in the manga than he does the anime. Actually fighting him for real instead of avoiding him and putting all his bents on the Special Beam Canon.

Even if Frost was weaker than Vegeta, he still would've transformed because Vegeta wasn't showing any mercy. And the fight with Piccolo vs Frost Piccolo was mostly just evading Frost's attacks and trying to attack him from afar. Frost's stamina was decreasing rapidly so he knew he had to finish things quickly and take Piccolo down with his poison. You make good points but I'm not going give Piccolo a massive increase in power, his performance doesn't suggest it for me.

Vegeta could've transformed into Super Saiyan Blue if he REALLY up for not showing any mercy by that logic. Hell, you can't even say that was Vegeta trying to be cathartic about it because, what's a bigger f* you to Freeza 2.0, beating the crap out of him as a Super Saiyan or beating the crap out of him in base form, deeming him not even worth using a transformation on. Frost also doesn't have Freeza's stamina problems, if he was a 100 times stronger than Piccolo as you list here, he'd have one shotted him no problem. He even tells Piccolo the reason he refuses to power down is so he can end the tournament quickly. Then, Piccolo proceeds to avoid his attacks without using any special tactics like in the anime and fights Frost fairly equally, once again showing he's close matching him in power. Once again, either Goku & Vegeta's base forms are at regular strength or all three of them got a big boost. The manga doesn't suggest they've gotten any more powerful in base as opposed to the show and films hence why in my list I have their base forms in low Android Saga levels with Super Saiyan getting a bigger multiplier thanks to their training. This allows for Goku & Vegeta to take on anyone from Kamicolo to Super Boo without their God forms and keeps Piccolo above their base forms without giving him a random, bulls* power increase.
