Vegeta must have felt confident in having surpassed the level of Cell he was defeated by to act so sure that he would be the one to win at the Cell Games. The ultra-esque state still provides a commendable amount of power, though. Cell could feasibly push up to or maybe even past Vegeta. The dilemma is his lack of a speed increase in the second scenario. Ultra only increases offensive power, not mobility. I imagine Scenario 2 would pan out similar to weighted 23rd Goku being outmanouvred by Tien.
