Wait, did Hit actually get stronger during his fight with Goku?

Looking how the manga handles things, Hit doesn't appear to increase his power as the Tokitobashi improves, and you know, the anime doesn't really suggest as much either TBH. I mean, Hit couldn't exactly down Goku, even after improving his Tokitobashi to the point where he could stop time for half a second. Do you think that the damage Hit did to Goku reduced Goku's power by a great deal, thus why Goku isn't one-shotting Hit, even though he's 10 times stronger? Power scaling would make a lot more sense if this were the case.
