Freeza spoke of them as if they were even weaker than before, but he might mean as an army itself, it's less threatening that it was at its peak (I need to re-check the wording on the line). The old Freeza soldiers were easily disposed of by initial Namek saga Gohan and Krillin (who shouldn't have been much, if any, stronger than their Saiyan saga selves), so if they really were weaker than that, it's likely Yamcha could have taken out multiple at once just like Roshi did. In short...I don't really know.

In short...I don't really know. I believe during the Namek Saga they were around a power level of 1000. I think that's what those two were that Gohan and Krillin killed. Frieza did mention that the strength of his army did go down it could have meant physical strength or as size but I take it as both. I place the soldiers in the 100s range.

If that's the case Freeza might've told his soldiers to train aswell to become an even stronger force than they were on Namek. If that's the case, Roshi would be in his high-1000s possibly even 2000-3000. Regardless, I think this Roshi beats Yamcha pretty badly.
