Even if Gohan was a SSJ2, he wasn't anywhere near as strong as SPC. Why would Goku specify Gohan needing to access his anger if Gohan was using his full power during his battle with Dabra?
If Gohan as a SSJ2 was stronger than Cell (and we know this) And weaker Gohan is fighting an enemy that is about as strong as that same Cell (as stated by Goku) Goku tells Gohan to get mad like he was back then (when he fought Cell) - power up and beat Dabura.
There was basically no difference in power between Cell and Gohan. Gohan had the advantage, but he admits himself that Cell was a lot stronger than he thought and his previous confidence disappears. Piccolo claims that Majin Vegeta may be stronger than Gohan was during the fight against Cell, basically telling us that the gap between the two isn't that large. Given the fact that Vegeta was willing to give his mind to Babidi in order to get to that level of power, it makes sense that he'd be a decent amount weaker, right? Yet, Vegeta seems to be under the impression that he'd dismantle Dabra easily. Chapter: 455 (DBZ 261), P10.5-6 Context: as Gohan fights Dabra Vegeta: “Damn it…this is pissing me off! Alright, I’ll finish this!” Goku: “Don’t, Vegeta! Let [Gohan] do it. It ain’t like he’s completely losing.” Goku supports Vegeta's ability to win alone, and instead focuses on letting Gohan win himself. Given the fact that Cell, an incredibly smart fighter, why would he come back to Earth if he was significantly weaker than Gohan? Cell was confident that he'd be able to take Gohan out, and Gohan's statement that he's powered up more than he thought is just further backing.

Gohan never matched Cell at 50% of his power. Not only does Goku outright tell Gohan to give everything he has to defeat Cell, telling him to release everything.
But through the entire match, Cell is kicking his 10 year old a*** wearing nothing more than a nonchalant smile on his face and laughing at him. Cell's basically screwing with Gohan, feeling not a single iota of worry. Meanwhile Gohan's sweating more water than the Nile River, has a massive vein about to pop his skull and is until Vegeta came to save his sorry butt, was going to get himself, the Earth and if you take it seriously, the entire solar system blasted off the face of the universe.
And that's without getting into the potential point that Gohan got another boost from anger.
It's even established that Gohan was going all out against Cell at the time, but somewhere within his subconscious, he reflexively held back. So even then Gohan's still using more power than 50% and whatever that was, it was doing nothing to help him. Cell literally did more damage to Gohan once he returned with an attack that wasn't meant for him than Gohan pretty much did to him in their entire fight.
Cell at least managed to take a blow to the gut, one to the face, another to the face, a Kamehameha stronger than his own right at him and another kick to the face before he finally decided to rage quit. Gohan couldn't even take one blast that wasn't even meant for him before he literally giving up all hope. As already noted, Gohan outright admits he underestimated Cell.
One cannot say that Cell wasn't on par with SSj2 Kid Gohan by then and he 50% Gohan sure as heck wasn't keeping up.

No one is arguing that Cell didn't come back stronger, but I am pointing out that Gohan was able to match this more powerful Cell with just 50% of his power. If Dabura is on par or stronger than Cell, and Gohan is weaker the battle looks exactly like how we see. Now you see, that's not true.

Gohan was subconsciously holding back for fear of damaging the Earth. The whole statement doesn't make any sense if you assume they're talking about 50% Gohan, as Gohan claims that he's doing it at full force after referencing his Ki being <~50% earlier.
Heck, even if his 'full power' in this instance was 50%, Cell's Kamehameha Amplifier is trash at this point.

I don't understand the 50% thing. Even if Gohan was at 50% at one point, he wasn't at the end of the beam struggle. It's stated as much that he powered up for that final blast, and was also subconsciously holding back prior to that. On the other hand, Cell was smirking the whole time, not breaking a sweat holding Gohan back. It took a distraction and a sudden assault for him to lose composure enough to be toppled.

Dabura was just so badly skilled and slow that despite his huge power it allowed SSj/2 Gohan to put up a fight against him To be fair, DBZ doesn't set the bar too high when it comes to distinctly representing respective levels of skill in combat. This isn't like some technical martial arts based manga where this character is clearly using different methodologies of attack like Hokuto Shinken while the other is using Nanto Suicho Ken. You've got generic teenage orphans holding their ground against a "genius fighter" like Vegeta with no reasonable explanation given except that they've been made into cyborgs courtesy of Dr Gero.

To be fair, Vegeta is a genius fighter in the sense that he picks stuff up quickly, he's actually kind of bad in other regards

Gohan was already less than half when fighting Cell's beam, and Goku said 'it's ok'
Chapter: 415 (DBZ 221), P6.2-5 Gohan: “B-but, the way I am now…I can only use one arm, and even my ki is already less than half…” [ ]
Goku: “That’s alright, you can win! Believe in your own power! Show me one last time…The power we created together!”
Piccolo confirms Gohan is weaker
Chapter: 415 (DBZ 221), P10.2 Context: after Gohan fires his Kamehameha Piccolo: “It no use…! Gohan’s ki is weaker after all…”
And finally, Goku pushes Gohan go go full power
Chapter: 416 (DBZ 222), P7.2, P8.1-2 Context: as Gohan and Cell’s Kamehamehas clash Goku: “Hang on! Hang on, Gohan! You ain’t putting out all your power yet! Make your power explode!”
Again, Gohan is absolutely above Cell - Dabura is stronger and Teen Gohan is weaker.

Gohan was barely hanging on in that beam clash while Cell was calm and collected. I wouldn't even call it a beam "struggle" because the only one struggling was Gohan.

So let me get this straight.
Cell can break Gohan's arm, dock his ki to less than half and completely destroy his spirt. Then he can push him to use everything he has to defeat him, while simultaneously needing to be distracted. We won't even get into the possibility of Gohan getting another boost of rage. Gohan outright admitted he underestimated Cell and paid dearly for it.
Now we have Dabura. Even if we infer Gohan to be SSJ2, you have a guy who can't even get the edge on Boo Arc Gohan without resorting to magic and trickery. He gets his blade broken in half and above all, he's facing a Gohan outright stated to be not just weaker...but far...far weaker and who can't even tap into his own anger while SSJ2 Kid Gohan was filled to the brim with it and still nearly lost his life against Cell.
how on earth does that amount to...Dabura>Zenkai Perfect Cell?

I don't think it's quite valid.

Goku counters it's ok, and in the end encourages Gohan to go all out, to which he annihilates Cell.
Considering Goku already showed Vegeta and the reader he has SSJ2, a REGULAR Cell level opponent is childs play, so Vegeta's comment about 'managing something' sounds ridiculous in that context.

Goku didn't counter it. Goku just made the note that if Gohan released all of his power, he'd be able to defeat Cell. That still doesn't change the fact that not only did Gohan need to use everything he had to defeat Cell, he needed a distraction as well.
That's a far cry from the vastly weaker, less enraged Boo Arc Gohan actually fighting on par with Dabura.
