Besides, he said it himself: Pan is the one in their family with the most guts! If I said that my little sister is the prettiest in my family, I'm also saying that she's prettier than me. Guts ≠ power. Because he's the most powerful in the world. Not understanding this train of thought: Krillin fighting Vegeta had guts, he was not stronger. Goten fighting Buu =/= Pan fighting people. She's a small kid who will probably be strong for her age, but considering the Yo Son Goku special had the more gifted Goten and Trunks struggling on Frieza tiered enemies, I don't think Pan is doing anything significant.

They were not struggling against the two villains alone, they started struggling when they fused.

I'm not exactly sure where they got that exact number, but I'm almost baffled that anyone should assume there weren't more than twelve competitors. Those twelve are even introduced as "the finalists". Furthermore, Goku mentioning how well Pan can do comes about after Trunks and Bulma are surprised that Pan is going to fight in a competition with no children's division that year. They're concerned for her safety against adult fighters (not Goku and Co.) and Goku puts their fear to rest by assuring them that, she may not win, but she'll do just fine in the tournament. His statement in no way implies she can beat Boo, Vegeta, Trunks, or Goten. Maybe she can, but Goten, at the very least, appears disinterested when her participation is mentioned. The only thing I think is perhaps essential when guestimating Pan's power is, with Toriyama's trend of the next born being vastly more powerful, presuming her to be even stronger than Goten and Trunks were as children. Just how high that goes is up to your own fancy, and none of you can prove the other wrong.

Bulma and Trunks were worried about her participating with adults—to say nothing of her family and friends—and Goku said Pan probably won't win, but she'll do pretty good. It has nothing to do with Boo, or Vegeta, but how she'll do in the tournament itself. There isn't a single thing in the manga that even suggests Pan is close to, or stronger than, Trunks and Goten. She might be, but it's not supported by anything.

So yes, I agree that they're utterly insignificant, but they were mentioned nonetheless. The reason she probably won't win is obviously because of the Z-lot (which among them is not stated), but she'll definitely do pretty good in the tournament, all the same.
