Surely that fills the requisite of Goku's statement, and, beyond that, we have no relevant fighters to actually compare her to. Nothing indicates Goku is talking about going pretty far against their group specifically, but going pretty far in the tournament itself. I'd say seventh place would be "pretty far". You can have her stronger than everyone but Goku if you fancy, but you can also have her weaker than Trunks and be just as wrong.

Mixed with Goten's horror of meeting Boo in the first round, and the fact he says Pan has "the most guts", it's pretty clear that he thinks she'll be one of the top contenders.

And, Pan can have more guts than Goten but still be weaker. I'm not sure what Goten's horror at fighting Boo has to do with his power in comparison to Pan's, either.

He's obviously not counting himself, but I think that's a big statement about Pan's power and a comparison to his kids.
