The human fighters aren't relevant in that since it's obvious she'd plow through them. We know she can't beat Vegeta and Goku, and Oob was Goku's selection to possibly win so it isn't him either. The only other notable participants are Goten, Trunks, and Boo. If we assume the restriction on Super Saiyan is still there in the 28th TB, it's reasonable to assume she could maybe beat base Goten and Trunks, although I doubt she'd beat Boo. Each generation was stronger than the last, at least starting out. Gohan was stronger than Goku when he raged out, so he had the potential inside him the whole time, whereas Goku even after years of training and a potential unlock himself, was only at 416...not even a third of Gohan's enraged capacity. Gohan then became much stronger than Goku all around, and that was before Elder Kaioshin came into the picture. Goten was a monster right off the bat. He was 8 years old if I remember correctly, and he was Android Saga Super Saiyan tier at the very least, with minimal kumite training from Chi-Chi. I expect Pan to be Android #18 tier with no training.

Internet Explorer Favourite Manga Dragon Ball Z	I realize people don't like that she's presented to be so powerful at such a young age, but for once it would be nice to see a Pan thread where it's actually objective...not purposely decrease her power just because she's not liked. She's said to go far in a Budokai of people who are Cell Games and Boo arc tier levels, which means she should not only easily clear this list, but she shouldn't be needing any effort while doing so.
