Let's say Goku's KKx4 Kamehameha rips Vegeta's tail off. He returns to the scene and the two continue their fight without the worries of Oozaru.

Who wins?

I think Goku was worse off than Vegeta. He would still need the help of Gohan and Krillin.

It'd be easier for Goku to get away from Vegeta so that he could prepare his Spirit Bomb. Goku would've been able to gather the energy in time and without losing any of it he'd be able to defeat Vegeta.

Goku was screwed after the Kamehameha. His energy was totally zapped. Vegeta was still moving and grooving.

As far as I remember, Goku was still using Kaio-ken to avert Vegeta's attacks as an Oozaru, so Goku still has reserves of power. With that in mind, I'd say it's up in the air. Vegeta's durability would probably secure victory tho.

Goku was using bursts of Kaioken to evade Oozaru Vegeta's attacks, but he was unable to actually be offensive with that power (although one could argue it would be futile to try attacking someone much more powerful, therefore using it defensively was the best option). I don't remember when it was said exactly, but Goku and Kaio both commented that Goku was basically powerless against Vegeta after the beam clash. Obviously normal SSJVegeta would be 1/10th the power of Oozaru Vegeta, but I don't have reason to believe Vegeta dropped so largely in power yet that he would've been unable to rightly trounce Goku. After all, he still had enough power after being hit by the Genki-Dama to dispose of Gohan and Krillin, so he should be somewhat significant before that.

Goku still had enough energy to use kaioken obviously, but Vegeta would withstand those attacks. Eventually, Goku would lose a lot of energy from the kaioken and Vegeta would win, unless Goku could buy time to use the spirit bomb, which I don't think he could tbh, but I could be wrong.
