Honestly I prefer Kaboom's train of thought than the whole "two base forms" the theory makes sense, God ki can be channeled in all forms but to fully unleash them he needs SSJB, I'll roll with that then.

In the manga, Goku seems to be implying that Frost is generally weaker than Freeza: alakazam^ Frost weaker than Freeza confirmed? "If you train, you can become stronger. That's how Freeza was." -http://www.kanzenshuu.com/forum/viewtopic.php?f=25&t=30467&p=1063107 Putting that aside, Piccolo appears to have the edge on Gohan during episode 30, I believe it was, and Gohan has been training. Now, Gohan's eyes aren't fully outlined here, but they are in a later episode, implying that Gohan has regained the ability to unleash all of his potential. Because of this, I can't imagine Piccolo is too far removed from Ultimate Gohan, and he was stated to be capable of beating a tired Frost with his Makankosappo. With these in mind, I think it's safe to say Goku is not using his full power against Frost, so the chain should be something like this Full Power Goku(Champa Arc) > Freeza(True Form) = Goku(Golden Freeza Arc) >/~ SSJ Goku > Frost(Final Form) > Piccolo > Ultimate Gohan > Suppressed Goku(Champa Arc) Edited by ThePrinceOfSaiyans, Jun 8 2016, 03:57 PM.

But that statement doesn't really suggest a specific form. He could've been referring to Golden Form. But then again it does suggest that Frost has not trained. Which would also make sense because it sounded like he didn't use his Final Form much.

Because Cabba and Vegeta were equal in base but Vegeta was far superior in Super Saiyan. One could say because he's more experienced but I think his is more powerful perhaps because of God ki. But if not that then the Super Saiyan God also could've raised the amount of power gained when transforming into a Super Saiyan.
