GT Cell Runs the Boo Gauntlet

It wasn't just Freeza and Cell that were immortal in Hell. It was extended to all the villains. There's no reason it would be just those two; they weren't special in some way like that.

Rild was stronger than Gohan-Boo because of Goku's statement that his ki was stronger than Majin Boo's. It would make sense for him to be referring to the strongest Boo. There's also the GT Perfect Files confirming Gohan didn't lose power, but in fact trained from the end of Z to GT, and then stacked Super Saiyan 1 & 2 on top of it. Base Goku was within SS Gohan's realm of power, meaning he would have to be around Gohan-Boo for that to even make sense.

It would still be more logical for Rild to stall Goku than Freeza and Cell if he was stronger. He would have a better chance at it than them. Cell and Freeza were confident in actually killing Goku, which at the very least would make them as strong as Super Perfect Cell to begin with.

Then how come they get sent back to hell after being presumably killed ?

It makes more sense if he talked about either Mr Buu or Kid Buu.
About gohan...He lost his mystic powers EoZ due to the lack of training.so you have someone who neglects his training for 10 years, and then proceeds to barely train for 5 years.
Not to mention TOEI also nerfed him to oblivion.

Let me just voice my opinion:It makes no sense for Goku to get more than x160000 stronger.I can at least understand getting 400x, but more than a hundred thousand times ?

Um no, the chances would still have been very slim.as I've said, at this point nobody had the power to kill Goku.Best they can do is keep him in hell forever by having his two worst enemies fight against him.

Frieza:Chooses to fight Goku because he holds a grudge.
Cell:Knows the best about Goku's techniques and fighting style.
you could replace Frieza with Rildo and probably nothing much would change.

You're assuming he did, maybe understandably, but it has no backing in the material and contradicts the guidebook for GT that states he didn't neglect his training.

Toei didn't nerf him into oblivion. Everyone else is just ridiculously stronger. Goku, Vegeta, all the main villains, Pan, and Oob (but you could argue he surpassed him in the S17 arc) are the only ones stronger than him. Granted, that's most of the cast, but compared to Z, he'd wreck the entire cast besides Vegetto. That's still somewhat impressive.

That's your opinion and you're welcome to it, but at the same time there should be some evidence from the show itself to back this up. Your opinion doesn't trump what the plot calls for. If Goku went from below Evil Boo to stronger than Gohan-Boo, so be it; I'm perfectly fine with it considering he was training with the equivalent of Pure Boo for 5 years straight, and then grew monstrously during his time in space before encountering Rild.

If power wasn't the point, why even use Freeza and Cell? Why not use a lower tier villain if the plan was to just subdue Goku in Hell for eternity? Freeza and Cell made it clear that they were in it to beat Goku's a***, and they only resorted to locking him in Hell when they realized they were sorely outclassed.
