He is way more tactical then Semi-perfect Cell was. Round 2 is for Semi-Perfect Cell. Adding Kamicollo's power to imperfect Cell is not going to get hem near semi Perfect Cell. Cell's android absorbtion works different then Buu's absorbtion. Semi perfect Cell> Imperfect Cell (with Kamicollo's power).

Or Semi-Perfect Cell if his skill increases with each transformation, or things like Ki mastery, durability relative to PL etc. Semi-Cell wins the second round.
