He looked similar to East Kaioshin when he was young so if you want to assume that he may have had a power similar to those four Kaioshins then he would have weakened to the point where a casual blast from Base Goku is enough to throw him off his feet with burn marks on his face. Of course that scene was also largely intended for comedic effect as well. The old witch whom he fused with is drastically different in size, build, and discipline though. Mr Satan seems to be roughly the same age as Goku and it's not like he's in bad shape, even with unremarkable generic human strength. In the best case scenario Gokule's power is increased by a very small margin. Since I consider the adult Base Saiyans to be on par with #16 in the Buu arc, he should hopefully win there. You didn't rule out the Kaioken technique so that could give him the edge he needs to win. On the other hand, if it's a situation similar to Elder Kai's power loss then I think he might go down to early Android arc levels. Mr Satan shouldn't weaken Goku as much as the old witch did thanks to greater compatibility with Goku on a physical level (not power wise). He can beat SSJ Goku from the Namek arc and possibly SSJ Vegeta but that would be it.
