Mozilla Firefox Favourite Manga Hellsing, Elfen Lied, Trigun Maximum	I suppose it could go either way at this point. I can easily put Kibitoshin above even Zenkai Perfect Cell but then again I can do the same for Movie 10 Gohan as well. Likewise I could just as easily put Kibitoshin much weaker or put Movie 10 Gohan somewhat weaker than his Kid self or Cell. I do feel Kibitoshin if nothing else does have the advantage in terms of techniques.

Google Chrome Favourite Manga Hokuto no Ken, Berserk, Dragon Ball, Rurouni Kenshin, Attack on Titan, Kuroshitsuji	I think Kibitokai with the best estimates in mind would be around SSJ2 Vegeta (pre-Majinisation). That level should have him above a weakened Teen Gohan, mind you I haven't watched the second Broly movie in a long time.

Mozilla Firefox Favourite Manga Hellsing, Elfen Lied, Trigun Maximum	The issue with Kibitoshin is the fact that, to get him below Vegeta and stuff, you'd need make Kibito himself extremely weak. Kaioshin is already established to able to kill Freeza in a single shot and if you go by the whole Kaioshin>Piccolo business, its even worse. At the very least you have Kaioshin at a relatively decent level nonetheless. If Kibito is honestly anywhere near this, is anywhere Freeza or something, plus the addition of using an incredible form of fusion, makes it hard not to put Kibitoshin at a level where he honestly should've told Goku and Vegeta... "Shut your mouths, I will handle this now, head to some other universe and screw that up." Then pile drives Kid Boo into the planet's core. It doesn't help that the guy thought he was honestly going to help out against Gotenks Boo. He's a mess of a character.

It had effectively invalidated anyone who wasn't a Saiyan during the fights. If Toriyama was striving to be consistent with his power amplification regarding the Potara Earrings then Kibitokai would be firmly within the SSJ3 bracket somewhere above Goku and Fat Buu, maybe SSJ Gotenks (post-RoSaT) as well if the fusion method indeed varies on its strength prescription. Kibitokai's magical abilities alone would have been purpose enough to warrant keeping him around during the fight against Kid Buu.

He'd probably lose this one unless he was able to blast Gohan with a magical evisceration.

However, if Base Gohan by this point is stronger than Android 18 (as Trunks implies Vegeta is stronger than 18 in base) then Kibitoshin could definitely be nearing Good Boo. It depends on what theory you believe in.

In his mindset, the Kaioshins are akin to the Artificial Humans in the matter they [base Saiyans] might lose cause of them not being cautious enough to start as a Super Saiyan (which can reach levels ranging from a battle power of 150,000,000+ to Perfect Cell tier. However, I don't personally have Kibito above Frieza at all. Note: that they'd have at least be superior to Frieza to fight the Kaioshin. Kibito Kaioshin could've just also been briefly overcome at the level they've reached in at the conclusion of the merger too. The statement could be just a bullhorn. I think it's safe to say he'll be around Semi-Cell for the union, so Ascended Super Saiyan Vegeta to initial Perfect Cell. Gohan still wins quite handily in my book.
