SPC should take it. He already has what the other Cell's have, and he has now learned IT.

 I agree with RealSociedad. About the only differences that could shift the tide of this fight away from SPC would be personality based like Imperfect Cell's predilection for concealment and surprise. He's the most likely to win after SPC, in my opinion.
