Buff Boo really should hold the power advantage. I think there's no problem having him stronger than Gohan, just as long as he's weaker than Bootenks. Buff Boo started freaking Goku out, noting a very real increase in his power from Super Boo.

Piccolo Boo meanwhile was weak enough that Gohan could still defeat him and judging from Goten/Trunks statements and the overall fights, the gaps between Boo, Gotenks and Gohan, probably aren't that big to begin with.

Buff-Boo was a very noticeable increase from Super-Boo. I doubt the change from Super-Boo to Piccolo-Boo is even noticeable at-all, so Buff-Boo is too high.

I think situational awareness was also a factor in Goku and Vegeta's reactions. As far as they knew the only things left standing between Buu and the Earth's destruction were them. Increases of any nature to the enemy's power would be cause for alarm since they were already apprehensive about fighting Super Buu in the first place. Buuccolo wasn't so much of a concern thanks to Gohan's continual presence at the time. With the primary source of power for Buu being Piccolo, Goku deduced that his son would be enough to handle things.

As for the match up, Buff Buu's derivative source of power was South Kaioshin, an entity who was noted to be particularly powerful amongst the Kaioshins. During the point in the arc where Kaioshin was intent on having Gohan obtain the Z-Sword, he clarified that none so far had been able to pull it out, that would presumably include South Kaioshin. So strictly in terms of raw power, it seems like SSJ Gohan from the Buu arc may have been stronger than him. However, that doesn't necessarily make him more powerful than East Kaioshin in regards to other facets like magic. Kibitokai's exact wording stipulated that he was the "burliest and strongest". Magic isn't completely dictated by the same mechanics as power level or physical strength - this means that while South Kaioshin may have been stronger, though still below SSJ Gohan, it could be disputed that East Kaioshin's magic and telekinesis was superior, at least during the Buu arc it is.

The outcome of this match up is going to be determined in part by the relative strengths of Buu's absorption victims. Both Piccolo and South Kaioshin seem to be below SSJ Gohan to varying degrees. The tournament saw Piccolo admitting to Kaioshin being more powerful, by how much it's never stated but presumably by quite a bit given his reactions. South Kaioshin was apparently deemed worthy enough to justify absorption by Buu, a notorious distinction which none of the other Kaioshins received except Dai-Kaioshin. Piccolo was also chosen, though for different reasons probably.

Overall, I think the difference between these two amounts to whatever gap you have between Piccolo and a character who is above East Kaioshin yet below SSJ Gohan. It may not be completely one sided on Buff Buu's end, though he definitely is carrying the advantage while going into this fight. Buuccolo's only advantage is the enhanced intelligence and technique supply of his victim. If he wanted a surefire way to win then he would consider using the Mafuba, a technique that Kami once used who fused with Piccolo and likely has knowledge on how to use it. Otherwise, this will probably go to Buff Buff.

I'm one to believe Tank Boo holds his placement between Fantastic Gohan and Gotenks-Boo, so he'd squash Piccolo-Boo like a piece of dried out bubblegum. No problems whatsoever.

Buff Buu is far stronger but probably quite a bit slower. But he should have enough speed to defeat Buu (Piccolo absorbed).
