Edit: I realise I didn't answer your question (mainly because I don't know, nor do I care enough to bother thinking about it), but this approach always bothers me. No real reason. If the speed of light is a set amount in this Universe, there's no reason to assume that light in any other possible Universe ever would be that exact same speed.

There's no proof, but speaking hypothetically, a Universe's laws and rules could be anything. There are endless possibilities, and light just so happened to be the speed that it is right now.

If you back and back, you come to end point where creation creates. and no I don't mean creation as A Creator twinkly her/his fingers ... evolution and science goes all the way back to the big bang which created all the matter in our universe.
