Assuming Freeza's soldiers are a fair bit stronger than what they were on Namek, Jaco could be close to Nappa in power. Obviously early on he wouldn't be able to take on Raditz even, but he's improved since then.
Why would you assume Frieza's soldiers are stronger? Frieza comments that the army has grown weaker. If Master Roshi can beat some of the soldiers then they have to be weaker.
if Freeza went on a vigorous training spree, wouldn't you assume the soldiers would train aswell? Not just one person gained strength.
No I wouldn't assume that. But there's no way to confirm it either way. But there's no way Master Roshi could get that high of strength.
Why couldn't Roshi get that strong exactly? Nothing indicates he can't get stronger.
Ig nothing says he can't but why would he need to? He's been long since retired and his power has remained the same since the beginning of Dragon Ball. There would be no reason for him to train and even if he did he would need more than his training to get to that high of a level.
His power reamined the same? Yeah no.

There would be no need to, but what if he wanted to? There's plenty of chances for Roshi to train and get better, either on his own accord or by training with Karin or Popo. The little training he got while tutoring Goku and Krillin shows he has pretty good potential, considering his age. I don't rule him out getting above 1000.
