I'd say Jaco. I have his power somewhere in between King Piccolo and Raditz.

Assuming Freeza's soldiers are a fair bit stronger than what they were on Namek, Jaco could be close to Nappa in power. Obviously early on he wouldn't be able to take on Raditz even, but he's improved since then.

Why would you assume Frieza's soldiers are stronger? Frieza comments that the army has grown weaker. If Master Roshi can beat some of the soldiers then they have to be weaker.

if Freeza went on a vigorous training spree, wouldn't you assume the soldiers would train aswell? Not just one person gained strength.

The army getting weaker could be referring to size and tactics since you know it's an army not a single fighter

No I wouldn't assume that. But there's no way to confirm it either way. But there's no way Master Roshi could get that high of strength.

Ig nothing says he can't but why would he need to? He's been long since retired and his power has remained the same since the beginning of Dragon Ball. There would be no reason for him to train and even if he did he would need more than his training to get to that high of a level.

I think Jaco would win. I doubt he could be a "super elite" with a PL lower than King Piccolo's, even with how pitiful everyone outside the Z Fighters and their enemies are.
What Broly fans say:
Broly might [beat Vegetto] because his LSSJ form barely has any drawbacks and his power increases.
rssj can galaxy bust. and lssj can maybe hammer the universe.lssj broly can look at ssj3 gotenks and gotenks will die. or he will just fire a galaxy buster. broly would kill ssj3 goku easily. i think the only characters who can fight him are ssj4 gogeta and vegetto. hes the LSSJ after all
Give me some feats by Vegeta in his SSGSS form. Otherwise, Broly wins via feats.
