Nope. He'd have a hard fight against Piccolo Daimao which he would win, but Popo is on another level.

This topic was presented before actually. Here were my thoughts from then...

Popo's fight with Goku has scarely little content that can be examined as proof of his capabilities. More importantly, his approach to defence was more hands on while Tien concentrated his method strictly on outmanoeuvring through superior speed after declaring that he would be going all out. The common denominator between the two is Goku. In both fights his speed wasn't enough to keep up, but his sense of perception and sight was able to follow the opponent even as they were hastily moving about with the hit-and-run tactics. My interpretation of what's presented is that Goku was in similarly inferior positions against both Tien and Popo.

All of this leads me to believe that Tien isn't that off from Popo. Both of them are above King Piccolo arc Goku. Granted, it does appear like Goku recoiled more from Popo's attacks, but you could attribute his reactions back then compared against Tien's attacks as a before & after scenario where Goku's mentality and combat style had matured as he got older. Furthermore, the afflicted reactions were mostly seen in the earlier portions of the fight when Goku was still underestimating Popo.

The match itself is difficult to predict. Both characters have their advantages and disadvantages. On one hand, Popo is well versed in atmospheric perception of the motions of the people around him. His mind is serene and as a result it allows him to fight much more efficiently. But with Tien, he's shown superior ability in martial arts and his various assortment of techniques makes him more unpredictable and diverse in terms of approach that he can take. Serene mind or not, Popo is going to have a difficult time with Shiyoken increasing the number of limbs he'll have to account for while fighting.

One notable strike I can see people arguing that diminishes Tien's chances here are Kami's comment about the humans, including Tien, having learned everything they could from both him and Mr Popo. If you examine the quote more closely, though, you'll notice how he ostensibly references only himself as being surpassed.

Chapter: 211 (DBZ 17), P13.1
Context: after training under God
God: “You have all surpassed me now. There is nothing more I or Mr. Popo can teach you. Return to the lower world and refine your skills until the final confrontation.”

Why would Kami choose to single himself out as being the one who was surpassed while in the immediate sentence following it describing how both he and Mr Popo have nothing more to teach the humans? Well personally, I think it's arguable that they, or at least Tien, may have already surpassed Popo prior to the training. The gap between Popo and Kami was already noted to be considerably large. If Tien was close to Popo during the 23rd tournament then it's quite likely that he overtook him after training for five years.
