No, because that was the highlight of him going ssjgssj kaioken x10. Even attributes his ability to move inside it to that transformation-technique combo more or less. That isn't how it's portrayed however, Goku was frozen in time, and then it ends , and then Hit gets punched. When Goku goes ssjgssj kk x 10 he's stopped... And then he moves with the color clearly having gone back to him, and then he apparently breaks (or perhaps it just ran out) the time leap. Also if that's the case then it shouldn't even be called a time leap, stopping time at least meshes with that idea a bit, slowing it down is almost of not outright counter to both how it's portrayed, and how it's described by the characters, as well as the name itself "Time Leap." I think the galactic patrol would have named something so that at minimum it doesn't give you misinformation as to how it works. You think they would have at minimum described at "Time leapers can slow time to a crawl, effectively giving them .1 seconds to do whatever they want." Not to mention that Hit himself described as him getting more time, rather than his time slow getting stronger. That's quite an odd way to phrase that your time slow slows time even more isn't it? Why describe a time slow as if it's a time stop? There is no way the Time Leap simply slows down time. I love it Not that it was ever canonically stated how fast anyone was outside of DBS for people to base FTL stuff on Anyway still not really interested in watching the series, maybe when U6 is done depending on reviews but wow Goku brings out the Kaioken? Christ, that sounds unfair. Is he holding that as a powerup or doing it in bursts? Surely at that level of power it should shred his body to do it for more than a few seconds.

Does it actually imply strength in the episode itself based on visuals?

The base Goku to SSj Blue Goku thing happened before Hit even thought about trying to improve himself. It could simply be that he was caught "off guard" by the hit and didn't put up defences, or his skin is really weak. Edit: I also find it odd that Goku didn't realise that Hit hadn't really powered up after screaming until he actually fought him. Then when Hit uses his 0.2 second time skip, Goku and even Champa chalk it up to Hit having gotten actually stronger, but Vados claims that isn't the case because "his form hasn't changed". Can't they just sense Hit? Edit 2: So I'm watching the episode now, and Goku does say Hit's attacks got stronger too. Edit 3: Krillin says "Improving and surpassing his opponent during battle is Goku's winning pattern", but Goku has never just randomly gotten stronger in the middle of a match to win, except in the case of transformations. Toriyama did say Saiyans grow stronger while they fight, something Vegeta says here too, but it's never really been a big thing in the manga, and has never seemed to influence the outcome of a fight. However, I didn't mean that everyone was describing it as a time leap but it's actually just slowing down time, I meant that the galactic Patrol and everyone else thought of it as a leap through time because that's how it appears to them but nobody has ever seen anyone as fast as Goku is moving here, so only Goku and Hit have only just discovered that it doesn't stop time, just slows it down because they're now much faster. Like Hiro thinking he stops time in Heroes, until he comes across a speedster who can still move. It's unlikely to be the case, it's just one way to rationalise it.
