He's not the strongest in the Universe by any means, he's just a lot more powerful than most characters. At least in the New 52 from what I've heard, in the Pre-Crisis era he was a beast. The only thing that is OP about him is the Omega Effect, but nothing else.

You just need to avoid the Omega Beams and you can finish him off as long as you're even or superior to him in several categories.
