Silliest Comic Book Supervillain

I'm not talking about villains that are just silly design-wise, I'm talking about the bad guys that are never taken seriously by their appearance and personality, plus anything else. And if they're fun, they don't have the need to be serious, so funny villains also count. But if the villain has had at least one story where he was a huge serious threat, then he doesn't count. My pick is most famous for a cartoon, but he also appeared in comics, and is wicked awesome: Chairface Chippendale, beautifully interpreted by Tony Jay in the popular cartoon "The Tick".



He has the funniest defeat of any villain I've ever seen. I won't spoil it for you, but it happens in the second episode.
Supervillains that are from cartoons-only also count, but just as long as they're from superhero shows.

They're scary because they're so big. Not because of their proportional power though. The fact that this guy can punch as hard as he can makes me think he doesn't actually have the strength of a walrus.

Jobber Thanos doesn't exist.

Gamorra is very capable of hurting Thanos. Cause she's Gamorra.
And I don't get the cat panel. Pretty sure that's part of Pets Avengers, who are pretty tough.

The rest is from a dumb strip, which has no meaning and isn't canon.
