In Super i already have him higher than SSJ2 Vegeta in buu arc. EoZ is stronger due to training more. Add the Majin Boost and Vegeta gets Merked harder

Google Chrome Favourite Manga Hokuto no Ken, Berserk, Dragon Ball, Rurouni Kenshin, Attack on Titan, Kuroshitsuji	I've always considered a hypothetical Mystic Piccolo to be on-par with Perfect Cell. Even if you interpret Babidi's magic to have the same degree of potency in raising a character's strength beyond its limits, I think he would still be woefully outmatched by SSJ2 Majin Vegeta. It would more or less pan out the same as SSJ2 Kid Gohan fighting Cell. I think a better match here would be SSJ1 Majin Vegeta against Majin Piccolo. There's still a gap between them, in my opinion. However, it's far less substantial compared with fighting against an SSJ2 tier character. The gap would be no more than 20% since I consider Buu arc SSJ Goku/Majin SSJ Vegeta to be within closing distance of Cell. Together they might be able to take him a la Goku & Vegeta against Beerus.

From Buu arc i already have Piccolo above base saiayjins. Anyway, based on the conversation with Piccolo and Goku, i assume Piccolo is behind the saiyajins in those years between Buu to tournament. I think Vegeta might win

From Light Grenade vs Final Flash to SPC/Galick Gun clash. While Piccolo is superior H2H fighter, Veggie's chi spam can be great diversion for battle of stamina & strength If this was Trained Piccolo (Cell Saga). EoZ was more or less retired. While Boo Arc Veggie was STILL undergoing hardcore training to surpass SSJ2 Kid Gohan. Different motivation you see. Just like Body Building vs Powerlifting Piccolo at Cell Saga (Post Kami's Fusion & ROSAT Training) AND Majin boost would be lethal. Thats what I'm saying

I think EOZ Piccolo is as strong as SSJ Vegeta Post Majin, but I don't believe the Majin boost will grant Piccolo a serious boost to overcome the SSJ2 multiplier, I mean Vegeta only got like 1.2x stronger, can't see Piccolo been drastically above that. Having said that I think Vegeta wins after an interesting fight.

There is evidence though that the original plan (from the writing perspective) was for it to have been PICCOLO to have gotten Majin and fought Goku. Given that; my answer to this question would be that the winner would be Piccolo.
