So if you are willing to pay Photoshop is better. But if you d like to do stuff like coloring. Drawing. And basic picture modifications. GIMP is your choice. As it is free and has the features too.

Mozilla Firefox Favourite Manga Hellsing, Elfen Lied, Trigun Maximum	From what I gathered, Photoshop is a program designed to be better. GIMP is a free program with the overall basics on it plus more while Photoshop is the one with all the features. I personally use Photoshop for...well everything...while I haven't used GIMP in quite a while. Photoshop is by all means an objectively better program, but if you can get what you need done with GIMP which is free then I see no reason to complain.
