I think Freeza is a little dumb enough to get caught with a needle or something. But I reckon Freeza could win if he were to stay aggressive with his psychic powers. I don't think Frost displayed much of that, even when in a sticky situation against Piccolo.

I don't think their powers or abilities should be the same. They grew up differently, therefore trained and learned techniques differently. As far as we're aware, Kabe can't go Super Saiyan, especially like Uni 7 Saiyans.
