I would say Whis. He trained Beerus and is training Goku and Vegeta. Someone as strong as Beerus? Thats a freaking good teacher. Honorable mentions would be Piccolo and Roshi. But there are some other good ones on here too.

Roshi's amazing because he took what was basically your average Shaolin pupil (Krillin) and turned him into a superhuman fighter

Krillin at the beginning of the series could one-shot a saber-toothed tiger while caught off-guard at point-blank distance (which is enough blunt trauma to kill a human), chop through the ropes of a bridge with his bare hands, can jump 40 ft on a standstill, and can run at speeds that rivals the world's fastest man.

He was no ordinary Shaolin monk.

They probably didn't look impressive, because they appeared too late. Had they appeared at the beginning they might have been trouble.

Freeza (from Namek) wouldn't look impressive in the Boo Saga, either.

I don't know if Kuririn (pre Roshi) is stronger than Mr.Satan though.
Videl is stronger than Mr. Satan and she considers jumping 8 meters impossible... which Krillin (pre-Roshi) was able to do on a standstill.

Muten Roshi hands down the best. He demonstrated Kamehameha, signature move of DB/DBZ/GT, heck even all of anime

He taught how basic daily skills like Milk Delivery, Swimming (with load), obswrvational skills (finding the rock) etc are essential to be incorporated to lay foundation as great pugilist.

Above all else, what "truly" sets him apart from other elite teachers as "Lord Karin, Misuta Popo, Kami, King Kai, Whis etc) is how he directly involved in the 21st Tenkaichi Budoukai to test his pupils.

You know DB is just fiction & it could get implausible at times. But Roshi's decision to take part & using it as "yet another training method" for Chibi Goku & Kuririn to instill the most iconic & memorable line "there will always be someone stronger than you" at the end of Tenkaichi Budoukai (which became the driving force of Goku for life) deserves nothing short of respect.

On contrary, I dont see anything special abt Whis that warrants him "best teacher" status.

At best, he lectured about Goku's overconfidence & Veggie's overthinking. Whats unique about him? Just curious

Whis ain't special. For all we know Beerus could've been already incredibly strong and Whis only trained him to a bit stronger. Tbh, Whis hasn't really trained Beerus that well anyway because of how the purple cat acts and fights.

Whis himself stated that he is a life form named Whis in charge of taking care of Beerus

Which suggests Whis is more of care-taker for Beerus than teacher. Kinda like Kibito was to Kaioshin.

He could've beem tasked to take care of purple cat by someone superior to him, which we might me getting on with world/universe-building Super does in future

As of now, Whis is servant/cat-sitter for me
