SSJ Goku can destroy planets and cell can destroy a solar system what's the gap between them?

According to power levels it's only 2x but that's just mathematically wrong

becuase what do power levels actually take into account?

Do they take into account special abilities like Telepathy,Matter Manipulation or other special abilities

How is that question relevant to whether or not they accurately measure how strong a person is?

Just Ki, as far as I can tell.

Yup, it is 2 times, but then, Vegeta during the Saiyan arc can destroy planets, and Cell is waaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaay stronger than he is, so I'm not sure what you're trying to prove.

They measure your levels of Ki which can vary depending on what kind of technique you're using as we've seen at numerous points in the Saiyan Saga where focusing your power into a single blast temporarily makes your PL skyrocket past what it normally can.

As for Cell, his statement doesn't make any f***ing sense at all regardless. Why would him firing a Kamehameha at any random direction make a solar system explode? If he aimed it at the sun or was putting that much power into a suicide bomb type attack that would work, but he's clearly just lying through his teeth.

Because if a person has a power level of 10,000 and someone has a power level of 500 but has Telepathy capable of controlling an entire race according to power levels the higher one should win right?

But that's incorrect since the lower level has a ability capable of taking down a higher charcater making power levels not able to accurately reflect on a characters true abilities.

No the difference between planet lvl and star lvl is a couple billion times and that's just for destroying small stars

In any other universe this would be the case, but in DB if your vaguely designated number is higher than someone else's vaguely designated number, you're a*** is screwed. The manga itself shows this at several points like Chiaotzu's power not working on Nappa, Vegeta being too strong for Babidi to control him and most famously, Vegetto being so powerful he can keep control over his body after turning into a jaw breaker.

Like Dabura's spit was still a threat to Gohan even though he was above Piccolo

Dabura is also above Gohan, meaning that his vaguely designated number gives his spitting ability the advantage over Gohan's vaguely designated number.

If Gohan was the superior one, Toriyama wouldn't hesitate for a second to have a scene where Gohan just overpowers Dabura's magic spit.

How the battle progresses is not necessarily dictated by a person's battle power. Battle Powers are merely representations of how much Ki one has, and battles in this series are often won by the guy with more Ki.

They're not supposed to. They only exist to measure Ki.

In the real world, certainly. However Ki is unique when compared to energy.

And you actually have to have a good gap to have the advantage, being merely > then your opponent isn't enough if the gap is too small. And you need a huge advantage to actually stop hax.

Vegetto, even though he retained himself and his power through being turned into candy, was still turned into candy in the end. It wasn't completely stopped as it still affected his physical body. The advantage required to actually stop it's effect would have been much higher.

Except we don't know anything about the circumstances behind Dabura coming under Babidi's control, for all we know it could have been a conscious decision or even a small deception. Babidi promising power and slowly overtaking Dabura with his magic as the centuries passed.

The rest doesn't disprove my earlier point, as long as your vaguely designated number can beat the other person vaguely designated number, you can overcome their ability. Not always completely but Vegetto was strong enough to retain his sense of self while everyone else was gobbled up as if they actually were candy.

It takes wayy less than super saiyan to destroy planets
Also cooler was confident he could bust the sun. The gap between roshi and a regular human is <100x and he could still moonbust. By thr time goku is a super saiyan thr gap between him and a planet buster is 1000x atleast and if he made no base gains ss2 would be a 100x from this level.

Statements from the SEG say that SSj is 50x Base, SSj2 is 2x SSj and SSj3 is 4x SSj2.

In reality though it seems like the 50x for SSj has decreased in later sagas. In the Buu arc a FPSSj Goku is measured to only be 5x stronger than base by Babidi. Not sure about SSj2 but at least in Cell Games Gohan's case it was definitely a larger increase than that.

That's because the writers of GT had no idea how powers in the manga work. They're the same people who made DBZ fillers, which often showed grievous lack of understanding the concepts of the world Toriyama has created. Also, filler is supposed to extend the battles to make the episodes longer, which only serves to give us a false impression that "powerlevels don't matter". Battles that are supposed to be over in a flash, are extended beyond reason in the anime many times. That doesn't mean they were this way in the manga.

You have Toei Animation to thank for confusing you so. If you read the manga, you'd see no such inconsistencies - the character with a higherbattle power always wins in a direct battle.
