Tao Pai Pai (post-Korin training) vs. Jackie Chun (22nd Budokai)

What if the insanely skilled master assassin went through the training with Korin and fought the Turtle Hermit in disguise during the 22nd Budokai?

Difficult to say. We really don't have any sort of guiding framework with which to theorise how much Tao would improve by under such conditions. The closest evidence to this scenario is derived from filler and I'm not confident in citing his mechanised strength because it was achieved through artificial means. What we can say is that Tao started from a greater position of power. He is being placed under more exigent circumstances than Jackie Chun, so unless it was referenced somewhere that Tao's gains would be sub-par or that Roshi is somehow a "genius" in the context of him making substantial power through little effort then I'm inclined to say that Tao appears to have the cards stacked in his favour.

With all of that said, the only point of reference for Karin's training at that point in time is Goku who only improved enough to be a match for Grandpa Gohan. I don't find it very likely that Tao could improve enough to go from being inferior to Goku and ascend up to 22nd Jackie Chun's level by climbing a tower and playing catch with Karin; even the human warriors followed their own paths in branching out across the world and improving in their own ways after completing Karin's training.

Wasn't tao pai pai already stronger than Roshi ?

Also, did roshi get stronger during the 21st and 22nd budokai? I vaguely remember him being the same.

Also, did roshi get stronger during the 21st and 22nd budokai? I vaguely remember him being the same.
He secretly trained between tournaments.
