Both were portrayed in a similar way as both managed to impress the heavy-weights of the 23rd Budokai. Krillin was considered okay by both Goku... who basically called Tao weak along with Tien and Piccolo... who realized that taking over Earth would not be so easy as he thought it was with Earthlings like him around, while Yamcha was complimented by Shen (Kami) for his strength and technique. He even forced him to drop the Shen persona and actually fight somewhat seriously (where everyone realized he wasn't just some nerdy middle-aged man who got lucky). Who do you think wins? |

I'm currently rewatching Dragonball but I'm still in 21th Budokai .Anyway from what I remember 23th Krillin (who fought well enough against Piccolo) was considered at least a little bit stronger than Yamcha, plus his techniques are better anyway. Giving this to Krillin although I admit I lack full knowledge. |

I can't really give any solid evidence. However, Yamcha always loses in the first round of the public fights. So, I'm going to have to give it to Krillin. |
Now, there's an idea. | |

Well from a technical perspective Krillin had the higher power level, and has always been a smarter fighter. Yamaha was an encyclopedia of martial arts legends, so he knew who's who all the time. Powershot/spiritball is cool, but the double homing wave was a more practical attack. And both of them are proficient in the Kamehameha waves. Krillin still has two solid advantages, giving him the win here. |
