I would like some help from people who are savvy with computer parts

It's selected as the boot option from the boot menu right?

What are you seeing, precisely?

Another option is making a bootable USB device, if you can.

Make sure to remove the hard drive as a boot option.

And yeah, that does sound like a bad PSU. I had a very similar problem very recently (computer would turn on momentarily, then switch off. Had to flip the cradle switch on the PSU before it would do anything again). You might want to try your old power supply.

I did everything I could from the BIOS. It just starts up without even running the DVD drive. Completely bypasses it and goes to the hard drive. Every time. Every setting. Now, I'm formatting the hard drive from the command prompt.

Are you sure the DVD is bootable? How did you create it?

Can you take a picture of your boot options?

Do you get the "no boot device" found message?

If you have the option disable every other boot device, don't just have the DVD first.

Alright, so I wiped the hard drive through command prompt. Now I have the "Bootmgr is missing" screen up. I remember this from last time. Just can't get the DVD drive to boot up. No error message displays with the boot screen. Just starts up normally.

I got to this now:

"Reboot and select proper boot device or insert boot media in selected boot device and pres a key"

I eject the cd and reinsert it. Press space. Wait for something to happen. 5 seconds later same message comes up. I'm stuck.

Are you able to create a new bootable DVD or USB drive? Apparently burning a DVD certain speeds can prevent it functioning. It's most likely a bad DVD.

Getting the regular "no boot device found" is a decent step, at least.

What exact steps did you take when creating the bootable DVD?

I had a windows 7 cd from last time. I've used it multiple times in the past with different computers. My problem is the motherboard and not booting from the DVD drive. It's the same drive as it was before. So it's gotta be in the BIOS settings.

Try looking under hard drive BBS priorities and maybe take a picture of it.

The hard drive BBS settings are for 1) my SSD and 2) my HDD.
The DVD drive BBS settings are for 1) the DVD drive.

That's all the settings show.

Maybe try bringing UEFI/USB CD/DVD to the top of the order.

Can you disable boot options entirely?

The best advice I can give is to try creating a boot USB. There's either a problem with your disk, or a problem with the drive.

If you have a 4GB or more capacity USB drive, you can create some bootable media: https://www.microsoft.com/en-us/download/windows-usb-dvd-download-tool

You'll need a Windows 7 ISO as well, you can get it from here: https://www.microsoft.com/en-us/software-download/windows7

Or you could go down to Best Buy again and pick up a USB DVD drive and try your luck with that. There shouldn't be any difficulties booting Windows from a retail disk. There's something going wrong somewhere.

You could also potentially try cleaning the disk off, as that's the easiest step, though that's not likely the problem.

Why did even you format your hard drive? You know you could have just changed the boot bios priority order from the boot menu. The default Priority order is usually Hard Drive(HDD/SDD)->CD/DVD->USB->other media.You just needed to change the order from the boot menu before you decided to wipe your Hard Drive.

He's already set the DVD drive to option 1. That's not the issue. It's true that wiping the hard drive was probably a bad idea, but a clean install of Windows is good to have anyway. He backed up all his data beforehand.

Don't get too worried about this; it's not a big issue. Worst case scenario you go to a friend's house, or a public computer, create a new bootable disk, whilst spending another $20 on 16GB a USB drive or a USB DVD drive. It's a hassle, but the only thing that really is annoying is the PSU potentially not working. Luckily, you can just use your old PSU if you have to.

I'm not recommending EVGA PSUs anymore. Mine died yesterday and it was an expensive 1000W unit that I bought new. Thankfully, I never got rid of my Corsair TX750, which is a great unit so far.

On the bright side, your temps look fine, so you applied the thermal paste correctly. I've screwed that up a few times.
