Basically, did he have a bomb inside of him or did he blow up more or less like Vegeta did?

I think it's ki. Doesn't he inflate his body to an enormous state in order to do it? I'd imagine if it was just a bomb then it would be instant.

Probably an expansion of ki and spirit, which would be something similar to Vegeta's (possessed by Babidi). I'm leaning more towards ki for this one.

Cell's not Mechanical in any way, albiet the parts in him from the Cyborgs, but I don't think he really has direct control over those parts.

What I wanna know is, why was his blast so relatively small? Did the whole process of regenerating after Gohan's Kamehameha, bulking up, taking more damage and reverting just smash his energy reserves so he couldn't make a bigger blast or?

It wasn't that small, considering it killed Goku, who was his superior in every way at that point.
