Sidious didn't become the most powerful Sith till after TPM.

Then his apprentice killed him in his sleep. Sidious killed Plagueis around TPM, so his abilities could not have changed that much. Young Sidious defeats Dooku.

FireFox Favourite Manga Sailor Moon	It was stated some where that Aotc/Rots Sidious is a monster compared to TPM Sidious. Basically everyone in the prequels are monsters in Rots compared to TPM.
