 Resurrection Farce's awful downscaling notwithstanding, it goes one of two ways for me:

Manga Piccolo was just about strong enough to not get completely overwhelmed against the Cell Jrs. The Daizenshuu states that Trunks and Vegeta were the only ones capable of fighting the little creeps somewhat evenly and yet Piccolo is still left standing. More or less confirming that even if he's not on the lower Saiyan's level, he's at least strong enough to still be left standing. For this version, I'd say he at best reaches 75% of Cell Games Goku power with 17 years of casual training.

Anime Piccolo is depicted as being able to kick the Cell Jrs asses in a few spots which implies he's probably on par with Vegeta and Trunks. This Piccolo I can see almost reaching Goku's Cell Games full power.

The anime is all over the place in that fight. Tenshinhan and Yamcha were able to do get the better of a Cell Junior that was kicking MSSj Goku's a***.
