Instead of stating that Son Gohan as a Super Saiya-Jin is stronger than Son Gohan at Budokai, or stating that the Budokai instance is retconned why not just state that Son Gohan used Super Saiya-Jin 2 some time between Budokai and his defeat to Fat Boo; that could be your retcon.

I mean, heck, Son's power as he used Kamehameha against Boo's egg seemed massive, and no sparks were drawn when Son used Kamehameha against Cell.

I assume that Gohan became resentful toward his mentality in SSj2 because of his arrogance and lack of judgement in that form resulting in Goku's sacrifice during the Cell Games.

This is why I think that Gohan only uses the form in a controlled environment, because he believes that his judgement becomes too clouded in order to successfully protect others if the situation does arise. The Tenkaichi Budokai isn't actual "fighting", as in life-or-death battles, therefore Gohan didn't really need to worry about controlling his actions while in the form as he wouldn't be pushed to do anything drastic as there likely wouldn't be a threat to his own life or the lives of others.

Even Gohan later expresses resent toward using his rage to fight when he ventures off with Kaioshin, leaving Goku and Majin Vegeta to fight.
Goku tells Gohan to get mad because no one would be able to beat him if that happened, but Gohan states to himself that he could never fight like that again.
