Which Dragon Ball game has the most clones?

Which game had the most characters that played identical to each other?

Though BT2/3 gets s*** for needlessly splitting characters into multiple versions, I'd have to go with Sagas cuz EVERYTHING character play EXACTLY the same. They all share upgrades, have the same basic combos, and even shared the same canned animation. The only thing setting them apart is some can transform so it basically boils down to character preference when choosing someone to play as. The first two Budokai games are a (distant) 2nd.

Which is the most cloned to you?

Raging Blast 2, because it feels like every single hit and attack is the same.

Piccolo: Just how many people have you sacrificed?!

Cell: Sacrifice? Hmph, rubbish! On the contrary, it is an honor to become a fraction of my power.

I'd disagree with that. Freeza combos quite different from Goku, who differs from Chaozu, who differs from Tarble, etc. Even minor characters have more than subtle differences, I'd say.

My pick might be cliché, but I pick Budokai 3. There didn't seem to be enough variance going on.

Oh please, characters in Budokai 3 (and following) play way more diversely than any game by Spike.

I'm not seeing it, though admittedly it has been a while since I played either so my memory is foggy.
