Why does ssj have so much levels?; ssj have so much tiers

Goku who fought freeze:tier-1
Goku comes back to earth:tier-2
Healthy goku/vegeta : tier-3
piccolo/Twin Andorid: tier-4
Android 16/cell 1st form:tier-5
Semi perfect cell : tier-6
Assj vegeta/trunks:tier-7
Perfect cell suppress:tier-8
Ussj trunks:tier-9
Mssj goku/cell 50%: tier-10

Then ssj2.

Why was there so many levels of ssj?

Let's say goku and vegeta train and they got to Android 18-16 tier what would that form be called?

I only see
2 Transformations
and 3 levels.

Transformations:
Super Saiyan
Super Saiyan God

Levels:
SSJ2
SSJ3
SSGSS/SSJ

that's like saying base form has too many levels. they just get stronger, it would make no sense if their forms stayed the same in power forever

oh yeah, and what i like to call Failed Ascension Super Saiyans. which is what Trunks did, Vegeta, and what Goku showed. Buff SSJ to me is Failed Ascension

Doesn't Kaioken technically have twenty different "levels"? I might be misconstruing mulitpliers with level though.

I'm guessing the reason why Super Saiyan became so expansive and mainstream is that it was popularly received with the fanbase. Plus, it's more convenient for Toriyama since he doesn't have to colour in the hair or eyes. Saiyans have been dictating the storyline for awhile now so it's only logical that the writer expand their inherent powers in the best way possible.

Super Saiyan has 5 transformations in canon as a whole:

-SSJ
-SSJ2
-SSJ3
-SSJG
-SSJGSSJ

Now as far as levels go, only the normal Super Saiyan form has variations which includes:
-SSJ
-ASSJ (a powered up form of the normal Super Saiyan)
-USSJ (increases muscle mass but lowers speed)
-MSSJ (the mastered SSJ form)

But like i said if vegeta or goku ssj level was on android 16-17 what would the form be called? It can't be called Assj or Mssj. And it's most definitely above a normal ssj.

No, it isn't. It's still Super Saiyan. You don't call Base Goku at Freeza "Base Goku Level 15" compared to "Base Goku Level 4" or something.

So you saying the level 16 and 17 don't exist? They made grade 2 because how big the gap was. But ssj compare to 16 And 17 is a huge gap also. So why wouldn't there be a name for that level?

And xD am so glad db super is different from manga. It get's ignoring when people say oh well it didn't happen in the manga smh

Because it's still Super Saiyan. There is no distinction made between Goku using Super Saiyan against the androids and Goku using Super Saiyan against Freeza. It's the same form, Goku's just gotten stronger.

Super Saiyan Grade 2 is distinguished by its immense increase in bulk, increase in speed and power, fiercer aura, and higher stamina drain.

There are so many levels of SSJ because the main protagonists are saiyans.
