 My ideal roster was given in my Xenoverse 2: What Would you Like to See? topic. However this would be the perfect roster IMO:

 Adding on the ones already said, I think all of King-Piccolo's children'd be kewl. Maybe not Piano, but you get it.

Also what about Kuririn vs Bacterian or Tenshinhan vs Drum (or Yajirobe vs Cymbal) for the story-mode? I mean the list posted above.

Also Grandpa Gohan & Uranai-Baba's fighters, like Akkuman.

 Tenkaichi 3's roster, with GT Vegeta + Trunks + Goten + Gohan, Redjic, General Rild, SSG Goku, SSGSS Goku + Vegeta, Gold Freeza , Beers, Whis, Shisami, Old Daimao (in addition to Young Daimao).

I assume he'd kind of headbutt, bite, or bash into people with his shell.

 This kind of depends on how the game would be don't you think?
if it's the *simplest* manner of button mashing (for melee) like xenoverse and battle of z, and is just for fun and is not competitive whatsoever, throw everyone in.
like EVERYONE. including the Tenkaichi Budokai announcer. Mr Satan's students, Maron, Bulma, OOLONG, all non canon characters as well, like turles' soldiers, everyone.
if it's say, like a 2D/2.5D Super Competitive Dbz fighting game, then only those who are truly relevant. which excludes people like oolong and bulma. (they can be in cutscenes in story i guess).

But yeah, for pure fun and casual gameplay, EVERYONE. Baba, Enma, Ox King, All Kais, Papoi (that tall kais big dump of a trainee), everyone. simply every single person. Puar too

 I'm not so much about characters as I am about costumes or versions of characters that don't really ever get to be seen in games, because the actual character roster has been beaten to death with all the games that have come out in the past ten years.

For example, playing as Piccolo in his Post Boy outfit would be a hoot.

 People's suggestions up there are pretty good.

Tenkaichi's roster is alright. It needed more DB and GT, though. And there was no proper order for the fighters. Why the Hell was Future Gohan alongside Mr Satan, Videl, Pan, Oob and GT Goku?

If they got Tambourine, I want Cymbal aswell.
