Is there an in-universe reason as to why...

characters never do anything when someone's transforming or making a huge attack, other than gawking at that?

The only 2 times where I remember characters trying to stop a transformation was Trunks against Perfect-Cell's transformation (might have been anime-exclusive), and Vegeta against Gohan's Oozaru transformation, even-though it didn't really do anything for Vegeta since he was already almost half-dead.

The plot prevented them by using its "make characters complete idiots".

Oh, an IN-Universe answer...

I guess they must either be flabbergasted or thrilling for a challenge.
I mean, If you saw someone transform, you would be most likely stare.

That's out-of-universe, though.

Krillin & Piccolo had enough time to talk about running away when Freeza transformed in his final form, you'd think they could all charge-up their attacks or Krillin could use a Kienzan or Piccolo a makankosappo.

I guess that they wouldn't know if they would have an effect on him.
Kuririn tried the Kienzan earlier on Freeza and it didn't work, what would make him think that it would work on Freeza that's stronger, faster and durable ?

Even if they ran away, Freeza could have caught up to them.

Or they became imbeciles.

It's possible that they are either paralyzed by fear, or see the potential futility in attacking someone who's energy is building. I mean, Trunks tried to attack Cell when he was transforming, but it was to no avail because the resulting energy was too much for him to handle. There's also the third possibility of wanting someone to transform for the sake of a challenge or humiliating said character.

Freeza was transforming, he was standing there like a sitting-duck. I'm sure they could have tried something, but maybe plot is the only reason.]

They could have attacked him straight away when he started the transformation, though but ye I think I see what you mean.

Super Buu ~ Kid Buu transformation took over 10 minutes

Goku & Veggie barely escaped & stared at Buu's dance for 5 min.

1. Fear

Watchin maniacs screaming their lungs out will traumatice anyone. Talk abt OverPowered bas**** like Frieza, Cell & Buu.

2. Challenge

Why bother winning against a loser?

Squashed by OP'd bas**** are always paradise-Vegeta's logic

3. Staying faithful to manga

Why bother ruining an otherwise perfect story-telling?

Their energy starts rising as soon as the transformation begins doesn't it? So then it's kind of pointless to try and attack. They could be paralyzed in fear. If it's a saiya then they're probably getting too excited
